There are several mental health risks that could be identified and covered by Employment Rights Act 1996 Rule 44, such as the risk of stress, burnout or overwork. No, it is not law to have mental health first responders, however if there is an identified need for mental health first responders (such as in a risk assessment), then it would be expected that you provide them.  See our guide here.
